Besides of the unknown behaviour if Google Chrome looks into
/usr/$LIB/browser-plugin by default I basically would say the above is
"correct" behaviour.
If a user installs a plugin into his $HOME I'd expect it to override the system
plugin.
Nevertheless I understand that this is not transparent if the user lost
overview of his plugins. But then again I wouldn't have an idea how to tell the
user that there already is a plugin (of the same name) somewhere when
installing the system package (root != user).
A feature to tell the user that there are multiple plugins providing the same
functionality would need to be built in into the browsers itself I guess?
