So I would assume it needs this action:

lcsar116-1:~ # systemctl enable YaST2-Firstboot.service
ln -s '/lib/systemd/system/YaST2-Firstboot.service'
'/etc/systemd/system/default.target.wants/YaST2-Firstboot.service'
lcsar116-1:~ # systemctl status YaST2-Firstboot.service
YaST2-Firstboot.service - YaST2 Firstboot
          Loaded: loaded (/lib/systemd/system/YaST2-Firstboot.service; enabled)
          Active: inactive (dead)
          CGroup: name=systemd:/system/YaST2-Firstboot.service


Now that I have done that, I will test it today.
