Have we considered that the issue may be related to systemd? Again, as best as I can tell, the active Governor after restart is ONDEMAND as set as the default in the kernel. Which one of these above commands is being ran on startup and from what method is it being run? If you set the kernel default to equal to that of pm-profiler, you will see not difference even if the pm-profiler does not really work.
