Dear OBS,

I've just finished debugging a new package for qtop, a monitoring tool user for
pbs systems;
you can find the testing under my home builds; I believe it should fall under:
http://download.opensuse.org/repositories/network:/cluster/openSUSE_Factory/x86_64/

What is really necessary in order to push it?
(i'm a first timer, so it may be i'm missing some instructions here).
