I found the following line in /var/log/messages after being prompted for the
proxy setting or the root password for a proxy setting while PROXY_ENABLED="no"
is set /etc/sysconfig/proxy

Nov 21 12:24:37 os121 polkitd(authority=local): Operator of
unix-session:/org/freedesktop/ConsoleKit/Session1 FAILED to authenticate to
gain authorization for action
org.freedesktop.packagekit.system-network-proxy-configure for
system-bus-name::1.52 [/usr/lib64/kde4/libexec/apper-sentinel] (owned by
unix-user:xxxx)

If PROXY is disabled I don't expect to be prompted for a proxy setting or root
password (don't remember what the exact prompt was).

Reproducible: Always

Steps to Reproduce:
1.Start Apper
2.Start check for new updates
3.The attached pop-up will appear
Actual Results:
The pop-up appears

Expected Results:
No pop-up, because PROXY_ENABLED="no" is set /etc/sysconfig/proxy
