the translation of "Too short" in password setting installation phase displays
error.I'm using Chinese-Simple.  If I set a password too short, it will popup a
dialog to notify me, the content in English displays well, but the Chinese
displays as "?????????????"(should be 太短).

The message in the notify is right in 11.3, but starting from 11.4, the word
"太短" is replaced by "????????????" .

Reproducible: Always

Steps to Reproduce:
1.use Chinese-Simple
2.set a short password
3.
Actual Results:  
it notifies you "????????"

Expected Results:  
"太短"
