IMO it does not make much sense to copy /etc/udev/rules.d/77-network.rules
into initial ramdisk, except /sbin/ifup and all its scripts are copied too.

I've no idea who is copying it there. Michal, when mkinitrd does not copy
it, then please reassign to mvidner. I guess, yast2 is copying it.
