Issues with non existing CUPS filters are unrelated
to the question whether or not the cupsd is started by systemd.
FYI:
If there is a PPD in /etc/cups/ppd/.ppd with an entry
*cupsFilter: "... /path/to/non/existent/filter"
a restart of the cupsd results in /var/log/cups/error_log an entry like
E ... : /path/to/non/existent/filter not available ...
This means that the print queue will not work
because a required filter is not available for the cupsd.
But this does not mean that the whole cupsd would not start.
Only the one affected print queue cannot work.
The cupsd and all other print queues would still work.
