Firefox in 11.4 GA was version 4. As version 4 is out of maintenance we had to
update to later versions. For 5 and 6 the same is true and therefore we are at
7 now.
Thunderbird in 11.4 GA was version 3.1.x and that major version is still
maintained with security patches. Therefore it's not directly necessary to
update to Thunderbird 7 or alike.
So this is not a bug. It's a matter of dicussion if it's wanted or useful to
update to a later version for Thunderbird.
I tend to keep 3.1 as long as there is no strong reason to update. For people
who want to have the latest and greatest there is Tumbleweed I guess or for
people who want to have the latest and greatest mozilla stuff there is the OBS
mozilla repository.
As I answered the question and it's not a bug I'm closing this. Feel free to
