For me it's even worse than just the overlapping: The items on the taskbar
start flickering heavily, constantly changing in height and also overlapping. 

The taskbar becomes unusable for me, because items cannot be clicked due to
their changing positions!

I reported this behaviour upstream at
https://bugs.kde.org/show_bug.cgi?id=279164.
