Anyway, there is a problem and many people suffer. A conservative solution is
suggested (based on how it was in 11.3, 11.4 and earlier). If you have to
suggest something better I will support it.

Including a fixed clone of desktop-data-openSUSE (separate one for each
release!) into KDE:KDE3 repository I consider a worser workaround and should be
avoided. Not to say that kcontrol may be used not only by those who use
KDE:KDE3 repository but also by those who uses only the official repo, just to
setup the appearance of Qt3-based software.
