I am not sure how to take the comment that I am reporting for the wrong
version.  It is, as mentioned, an 11.4 update with the current security and
tumbleweed patches - Since I am not using the factory repositories, I was not
aware that this was a 'factory' install.  

You may not have changed anything, but I certainly have not made any changes to
the HISTTIMEFORMAT setting on any of these machines, and I have not
intentionally made any changes to /etc/bash.bashrc.  There were significant and
unexpected changes to my history log file which I was reporting since I could
not find any reference to any changes in the documentation.

If this is the current intended behavior, then you can close this as working as
designed, and I will just unset the HISTTIMEFORMAT to restore the previous
behavior on my systems.
