Also, is /etc is a local partition or a network partition (mounted via
network)?
Because while cifs init script is invoked during boot, it checks whether the
file /etc/samba/cifstab is present. If it not available at that time (but
available at a later time) it cannot mount the share.
When the machine is booting, what is the message (error or other) you are
seeing when cifs is started. This can be seen by pressing Escape key when the
machine is booting and watching the boot messages (it is running too fast,
scroll lock key can be pressed to stall and can be pressed again to continue).
