After pondering more about this issue, I still can't see why we're restarting
AutoFS when the network goes down. In fact, when the network is going down I
think it's better to not touch the network file systems (the network might go
down in the middle of the unmount process or before it even started, because
"autofs restart" will trigger the unmounts asynchronously). AutoFS is capable
of resuming operation when the network is UP again.
I'll remove the "down" part and keep the restart only when the network goes UP
because I believe this case is harmless and can help in some situations (IP
address changes for example).
