https://build.opensuse.org/request/show/69497 introduced a cpufrequtils-devel
package which is needed to link against cpufrequtils. We'd like to provide an
update to openSUSE 11.4 for this.

I did some search and other distros are shipping the same/similar
cpufrequtils-devel package.
