REBOOT_IMAGE=yes reboots the machine and runs the netboot initrd again.
We need to create and run the initrd from system image, preferably without
reboot.

The use case is following: in situations like bug 659843 we can advice the
customer to put FORCE_KEXEC=yes on kernel commandline. This will serve as a
quick workaround or at least help to locate the problem.
