I could swear that in previous openSUSE installs I did not have to set this
service manually. Is this a change in policy?
Hi Robert,
glad you found a simple fix. I'm surprised that they were not enabled by
default.
Looking through the logs I find there was a policy change:

- don't enable nfs init script by default. The yast nfs module
makes sure the script gets enabled when adding mounts

Did you add entries to /etc/fstab by hand? If so that might explain it.
If you think this is a regression we could set need-info to lnussel and ask..
