AFAIK Turbo Boost works fine, it's just that /proc/cpuinfo only reports what
cpufreq knows about, which is via the ACPI tables for the CPU.

I've seen reports of processors overclocked to 4 GHz still reporting 2.2 GHz in
/proc/cpuinfo.
