I think I figured this one out.
KPackageKit does the repo-updates as root, so your user's proxy settings have
no effect on root.
If root has no .kde4/share/config/kioslaverc then it takes the default in
/etc/kde4/... and that one has the dreaded HTTP_PROXY in it.
A workaround is to create a .kde4/share/config folder in /root/ and copy your
user's kioslaverc to there.
Another would probably be to log in to KDE as root and fix the proxy settings.
This should also write out a working kioslaverc.
Why the defaults in /etc/kde4 are broken is probably the real question here.
