Really sorry for the confusion. After implementing all the /dev/.run/ logic,
we didn't really like the indirection and double-pathes. We have now a new
top-level /run tmpfs. /var/run will be linked to it and replaced by /run
in the long run. Discussion about all this is on the systemd and linux-hotplug
mailing list.
Instead of:
/dev/.run/
we need:
mkdir /run
mount -t tmpfs -o mode=0755,nodev,noexec,nosuid tmpfs /run
The corresponding change in dracut is here:

After the mount of the real root, we need to move this tmpfs to the real root:
if [ -d "$NEWROOT"/run ]; then
mount --move /run "$NEWROOT"/run
else
umount -l /run
