yes, manually calling udevadm trigger creates the node. udevadm trigger is however called immediately after udevd start, but this call apparently did not create it.
Hmm, that should work just fine, like it does for all other systems since many years now. There have been no changes in that area, and I can't think of anything that goes wrong on udev's side here. Does: udevadm test /class/mem/mem/ print anything interesting?
