I have a similar problem with a dell latitude 2100n.
WLAN worked out of the box with 11.3 but does not with 11.4. When trying to
activate it via hotkey, I get in the syslog
iwlagn 0000:0c:00.0: RF_KILL bit toggled to enable radio.
but neither the LED is switched on nor the network manager tray icon allows me
to enable wireless networking. If I issue (as root)
nmcli nm wifi on
WLAN and LEDs work as expected. I can switch them off via the hotkey
but switching on again works only as above.
A possible workaround (not tested yet) may be here:
