Using the  paket NetworkManager-strongswan-kde4 allows to enter tunnel details
and credentials, but activation of the tunnel fails with:
 NetworkManager[1742]: <warn> connection (2)
/org/freedesktop/NetworkManagerSettings/3 failed to activate: (2) The VPN
service 'org.freedesktop.NetworkManager.strongswan' was not installed.

Reproducible: Always

Steps to Reproduce:
1. Install paket
2. Setup tunnel
3. Click to connect
4. read /var/log/messages

Actual Results:  
no tunnel initiated
