See $summary, its a *major* usability problem. Simply because *other users*
have basically control over *my* build projects. It restricts my freedom to
organize and clean up my projects.

What I would expect
- other projects linking against mine get a notification when I make changes
- I have an easy way (just one mouseclick please) to give advance notice to
others. They then have a fixed period (lets say two weeks) to follow my
changes. Could be implemented like a 'submit request' which cannot be refused
and gets automatically accepted after the two weeks.

The current buildservice behavior is simply not acceptable.
