I can confirm this bug.
Upgraded from 11.3 to 11.4. My config is little different:

In my network exist gateway with ip 10.1.1.1 in vlan0 and ip 10.1.81.1 in
vlan11
I create xen VM with lan device, connected to xenbr11 with network-bridge.
Ping from VM to host and back work! Ping from and to VM or host to gateway not
work. tcpdump show, what packets from gateway's vlan11 reached eth1 and xenbr1,
but not if vlan11 and xenbr11. Also packets from VM reached if vlan11, but no
eth1
Of course, in 11.3 all work like charm ;)
