What do you mean with "VGA line"? The cable maybe? Then it could be missing
pins, so that DDC (monitor detection) is not possible. You don't need a
Modeline. What
you need is HorizSync and VertRefresh. There is already an example in
/etc/X11/xorg.conf.d/50-monitor.conf.
