When a newly created user logs in using KDE as desktop, an error message window
gets displayed indicating that a bookmarks file (with extension .xbel, if I
remember correctly) cannot be written due to insufficient privileges or even
lack of space on (mostly empty, >200GB) filesystem. The file actually is not
there (checked using ls from konsole). After logging out and in again, no such
message gets displayed and the file (plus some others, similarly named) can be
found at the place given in the error message.

I could imagine that the reason is a directory being created too late, i.e.
after some process has already tried to write this bookmark file to it.

[Let me know if you need the exact error message (which is in German on my
German language installation), I am currently not in front of the box I
installed 11.4RC1 on.]
