Tracker 0.10.0 is out today, and we're probably not going to be able to push it
to 11.4 because of the freeze.
However, it was our target for 11.4, and we have 0.9.38, which is the last
unstable release before 0.10.0. It's probably a good thing to offer a
maintenance update to 0.10.0, to get the last few fixes.
