That option is provided by /lib/mkinitrd/scripts/setup-splash.sh which belongs to the bootsplash package. If bootsplash isn't installed the mkinitrd call fails. So you need to either check for an installed bootsplash package or existence of /lib/mkinitrd/scripts/setup-splash.sh before passing the -s option.
