My guess is that a packagen oS:Tools needs a specific xdg-utils version.
My guess is that it doesn't; how would it work with the F13 version otherwise?

could assign a lower priority to the oS:Tools repository, so that your
distro's
package is favored.
How? Is that even possible?
Sure, at least with zypper (openSUSE) that's a no-brainer. Seems like yum needs
a plugin to accomplish that:

The yum-versionlock plugin may work for you too. Anyway, this is a Fedora
issue, therefore closing again.
