Well, when updating several inter-dependent files sequentially, there will
always be a temporary inconsistency, with the old naming just as with the new
naming. If you are just copying the new files, it's not clear when to remove
the old files, and which (the "root files" still have a fixed name). But that's
your decision, well reduce the problem to what's going on, and whether that
conforms to some specification. The specification was a mess in the past
(giving SuSE the freedom to change things anytime).
Checking the WIKI page:

cannot be verified.
http://linux.duke.edu/projects/metadata/ also doesn't exist ("Read here for
more information on RPM-MD").

(xmlns="http://linux.duke.edu/metadata/other").
So it's still quite a mess, and the use of XML seems to be reduced to "every
tag has a matching end-tag, and tags may nest arbitrarily".
