After taking a look at the referenced bugs, I run a refresh_initrd and
commented-out the hwclock command I had written in my boot.local.
refresh_initrd indeed generated a new initrd (I was somewhat scared, because I
run it with --help, but it just went ahead and created the initrd), which
seemed to work correctly, i.e. my System clock is correct after a reboot.
So, it seems it is YaST that doesn't work correctly, as in running
refresh_initrd after changing the HC between local time and UTC. Unfortunately,
I wouldn't want to use the Factory version of yast2-country, since this is the
machine I use for work and I wouldn't want to play around with it.
