I am not at all a USB expert so that I cannot do
any analysis regarding the lower level USB stuff.
Regarding setting device permissions via udev
via udev rules files in HPLIP and sane-backends, see

According to "idVendor=03f0, idProduct=4b11" in comment #4
those USB IDs are listed in /etc/udev/rules.d/55-hpmud.rules
(long lines shown wrapped here):

For what I can tell about (i.e. HPLIP and sane-backends)
the root cause is not there but elsewhere.
I am also not at all a udev expert so that I cannot do
any analysis regarding the actual udev stuff.
I.e. the issue needs further analysis by someone else.
