This is a regression from http://lists.opensuse.org/opensuse-commit/2010-06/msg00549.html which solved bug 618138 that is marked "Enhancement". I did not manage to find any discussion on openFATE or mailinglists regarding this change, happening during deep-freeze just before 11.3-RC2 and GM.
