I have one additional comment to make:
While reinstalling sysvinit ("rpm -Uvh sysvinit-2.88-16.1.x86_64.rpm
--replacepkgs") suffices to reproduce the problem.
While rpm "rpm -q --scripts sysvinit" and "rpm -q --triggers sysvinit" do not
list anything:
Copying the binaries from the sysvinit package manually does NOT reproduce the
problem.
That is, I extraced, via rpm2cpio the files of sysvinit-2.88-16.1.x86_64.rpm. I
then copied with the cp command the binaries "halt","runlevel" and "shutdown"
into /sbin. I also copied the etc/pam.d/init file into place.
I then attempted to copy the "init" binary to /sbin. this failed:

cp ./sbin/init /sbin/init
cp: cannot create regular file `/sbin/init': Text file busy
----------------------------
So I executed "mv /sbin/init /sbin/vl.moved.init" and then
"cp ./sbin/init /sbin/init".
This worked, I have now replaced /sbin/init also.
The rest of the files in the sysvinit package are symbolic links and man pages.
I did not copy/recreate these.
After this procedure, I can reboot my system correctly.
