On a normal startup, iwlist wlan0 scan will find no wireless networks and
rfkill will display the following:

rfkill list
0: phy0: Wireless LAN
Soft blocked: no
Hard blocked: no

"iwlist wlan0 scan" shall be run when the adapter is UP.

Nevetheless, the wireless light blinks showing activity (this did not happen
on
11.2). Pressing the wireless button will make the wireless work.

What adapter is it ? Would it be possible to post the output of "hwinfo --wlan"
?

Earlier, if I tried to bring up the device instead of pressing the wireless
button, like by doing:
ip link set wlan0 up
I'd get soft blocked yes or some times both yes.

It would be better to use either NetworkManager or ifup/ifdown to bring the
adapter UP/DOWN instead of using "ip link set wlan0 up". This can be configured
it yast2 network settings.
