We currently don't have a top-level project for command-line utilities.
Base:System might be an option, but it is unclear whether it is restricted to
packages that ship with the distro or whether it is a general-purpose project
(as e.g. network:utilities).

For examples of packages that currently don't have a fitting project, please
have a look at home:pbleser:Utilities
