Why: It builds against what xorg-x11-libs offers at libXaw.so. It has no
specific xaw version code.

When:

11.2 had libXaw.so -> libXaw.so.8
11.3 has libXaw.so -> libXaw7.so

so there was change between 11.2 and 11.3 in xorg-x11-devel.
