I have this issue too on a HP Envy 14 that comes with integrated Intel
Arrandale and discrete ATI Mobility Radeon HD 5650. But in my case, the BIOS
has no setting to disable switchable graphics.

I can enable the console by adding "nomodeset" to the boot parameters but this
somehow seems to conflict with the intel Xorg driver, which works no longer
than :-(
