I have the same problem in opensuse 11.3 FC1 when I suspend to RAM.
Performing the command: dbus-send --system
--dest=org.freedesktop.NetworkManager /org/freedesktop/NetworkManager
org.freedesktop.NetworkManager.wake
.from a root prompt solves the problem.
