Alot of countries around the world are censoring the internet by blocking legal political websites and not everyone knows about TOR and Vidalia. Having these 2 softwares installed by default will raise awareness about them. They should both be disabled by default but users can enable them. They should automatically disable themselves once a user shut downs their computer just incase the user forgets they are using TOR which could be un-secure when using it to access internet bank accounts.
