the pam-config mechanism was something I never knew about(once learned of, said
to myself vary nice).

As for the sysv/upstart still would be nice though to have an in kernel
mechanism to take care of loading the policy. figured SELinux should not have
to rely on such packages(especially when ones are kind of outdated and/or never
really get updated(sysv)).

just some simple mechanism as to where when CONFIG_SELINUX is set the
load_policy mechanism is automatically set(but you never know, might be easier
said than done though).
