If i plug a external display kde detect the new connection not until i open the
system settings dialog to configure the display.

Reproducible: Always

Steps to Reproduce:
1. connect a external VGA monitor
2. open system settigs -> Display
3. new disply detected dialog arrives


Expected Results:  
I expeted the diplay detected dialog if i plug the disply and not if i allrady
at the configuration settings.
