That's covered by this section of the ffmpeg FAQ:

Something like:
ffmpeg -r -f image2 -i
"%03.png" -r -b 600k
".flv"
should work. You may want to alter the 600k up or down depending on whether you
think the quality is too bad, or the file size is too big. If you want to add
any audio, insert the following before the "-b 600k" :
-i "" -acodec libmp3lame -ab 64k -ar 22050 -ac 1 -map 0
-map 1
This will add a mono mp3 audio stream with a sample rate of 22050 and a bitrate
of 64k. You can find more details about the switches in the ffmpeg
documentation or FAQ.
