IMHO the wrong ownership should be correct within devtmpfs at the first creation. Otherwise /dev/xconsole is not usable ... even root seems not to able to use it as /etc/X11/xdm/GiveDevices is called by root (hopefully).

Please check if /etc/X11/xdm/GiveDevices is executed by root that is that the line
id -u
before
chown ${USER}:tty /dev/xconsole
should write out `0'
I logged that to syslog and I think there is one of the problems: Feb 20 18:55:08 hoshi GiveDevices[3213]: 573669-permissions: 500 500 is my own userid.
The fifo device /dev/xconsole its self created in /etc/init.d/syslog but only if it does not exit:
if ! test -e /dev/xconsole ; then mknod -m 0600 /dev/xconsole p chown root:tty /dev/xconsole fi
which is definitly not the permission found in comment #0.
