Specifically, the volume is drastically increased and distortion/static is introduced into the stream. The tail end of the alert sound can be heard, but the beginning is garbled. The interesting thing is that if I cause the alert sound to be played several more times in the following seconds, no problems occur. If I wait about 15 seconds (or so), it is re-introduced. This is _extremely_ annoying not to mention potentially damaging to my speakers (and ear drums!) I'll attach my hwinfo, a sample of the output, and a screenshot of audacity with the sample loaded to demonstrate the problem. I'm using Intel HDA graphics (ICH7) on a ThinkPad T60p from a few years ago.
