Doing throttling (via p4_clockmod) does only show "power savings" when not
idle.
But compared to real cpufreq the overall power consumption is much higher than
doing the work at full speed and then call the halt instruction also known as
C1 processor sleep state.
Therefore this technique (throttling) is meant by HW vendors or OEMs to be only
used in "high temp" conditions to avoid overheating.
I (and apparently others) have real data from real systems that show real power
savings.
Please provide the data.
