Added the missing BuildRequires to fam-devel to the network:samba:STABLE and
netwirk:samba:TESTING project of the openSUSE Build Service (OBS).

Please test if your issue is addressed by using these packages.  You find a
description how to use the OBS packages at
http://en.openSUSE.org/Samba#openSUSE_Build_Service

As soon as we got your feedback we have to request the okay from the
maintenance team to push this fix into the update stream.
