can you provide your @Dom0 output of:

 rpm -qa | egrep -i "xen-3|ntp|kernel-xen"
 cat /etc/ntp.conf
 cat /etc/sysconfig/ntp
 cat /sys/devices/system/clocksource/clocksource0/current_clocksource
 cat /proc/sys/xen/independent_wallclock
 cat /etc/sysctl.conf

for comparison/test?
