I can't reproduce this issue so,
could you please attach whole /var/log/messages?

do you have same issue also with  e.g  ? : 
*/1 * * * * echo "test"

just for sure attach also :
ll /usr/local/rancid/bin/rancid-run
and
ll /var/spool/cron/tabs/
